Step 1

In a bowl, combine all of the ingredients except water. Mix until you get a wet-sand-like mixture.

Add hot water, knead the mass into a dough, and let it rest for 30 minutes.

Step 2

Divide the dough into 4 parts.

Roll out each between two sheets of parchment paper into a round tortilla shape. Bake in a pan at a medium low temperature, the same way you'd ordinary wheat tortillas. If you want to, you can use oil for baking, but it is not necessary.
